

The question of which is better ultimately comes down to preference, for 1P enjoyment, story immersion and replayability, it is unquestionably RB1.

The lack of an entertaining 1P mode with replay value and, in the opinion of many, overcomplicated fighting mechanics of RB2, left many fans feeling alienated by RB2, which ultimately led to the game being more poorly received and overall less successful than its predecessor, resulting in the series opting for a change in direction in future games (which ultimately led to the extensively story immersive, overly simplified fighting observed in Ultimate Tenkaichi). This is a phenomenon which is more pronounced in RB2 which expanded the functionality and combo potential of characters. The nature of the gameplay was off-putting for some fans which generally prefer an easy to learn, difficult to master style of gameplay. The fighting is widely regarded as more complex than typically observed in DB games both before and after this. The basic fighting mechanics are similar across both games, opting for a focus on melee combos and cancels, also a good range of super and ultimate attacks derived from the anime. The result was an underwhelming sentiment of 1P mode by most fans. The primary difference is that RB1 has a reasonably immersive story mode retelling the events of DBZ, whereas RB2 lacks this, substituting it for the much less well received galaxy mode which is essentially a combination of some original story matchups peppered with a liberal number of what if battles. I’m not gonna say the fighting is super competitive, but it makes you feel like your in a real dbz fight with all the different moves and transformations available at your fingertips. Like namek becomes the flaming namek from the SS1 Goku vs Frieza fight. Also the 3D maps are cool and when you launch a planet destroying ultimate like spirit bomb it changes the stage to like a destroyed version.

So base form, SS1, SS2, and SS3 all have different supers and ultimate attacks.
